Justin A. Sivill, MHA, CMPE, FACHE joined Summit Medical Group Oregon-BMC (SMGOR-BMC) in August serving in the position of Executive Director and Regional Chief Operating Officer (COO) responsible for oversight of all SMGOR-BMC activities. Justin is an accomplished health care executive who’s coming to SMGOR-BMC from CHI Franciscan Health and Harrison Health Partners in Washington where he served as Harrison HealthPartners Medical Group Director of Operations since 2014 while simultaneously serving as CHI Franciscan’s Interim Director of Quality and Population Health for about one year.
In those roles, his achievements include doubling Harrison HealthPartners total number of providers and adding seven clinic locations over a four-year period. During that time , the medical group more than doubled its production while achieving top quartile customer satisfaction and quality scores nationally through the adoption of lean principles and an advanced access system. As the Director of Quality, Justin led the redesign of the outpatient quality department and helped produce a dramatic improvement in quality scores; strong provider engagement and substantial value-based contract savings as a result of operations redesign. He has also amassed significant achievements while employed at several other health care organizations and is an expert in redesign telephone systems, building care teams, and creating open access in clinics and hospitals.
Justin has a bachelor’s degree in Healthcare Management from Western Illinois University and a master’s degree in Health Care Administration from Governors State University. He has completed the Purdue University Lean Six Sigma Black Belt Certification, Dartmouth Clinical Microsystems training, Stanford Chronic Disease Self-Management program and has a Certification in Healthcare Management through McKesson. He is a fellow of the American College of Healthcare Executives and a Medical Group Management Association Certified Medical Practice Executive.
Chief Financial Officer
Joan Sheldon has a vast array of experience in the financial sector, especially in the Bend area. A native Oregonian, born and raised in Hillsboro, Joan graduated with honors from Portland State University with Bachelor of Science degrees in Accounting and Finance. She eventually found her way over the mountain pass to Central Oregon, trading in her rain boots for hiking shoes. Joan has been with BMC for many years and is one of the many smiling faces we have around the clinic. A certified public accountant with over two decades’ experience in both financial and tax accounting, Joan continues to be passionate about recruiting, training and developing the Accounting, Purchasing and Business Services teams.
Joan has lived in Sisters, Oregon for the past 15 years and enjoys spending time paddle boarding on the lakes and mountain biking on the beautiful trails throughout Central Oregon. When she’s not on the trails, you can find her volunteering at the Bend Community Center or for one of BMC’s community events.
