Justin Sivill Appointed Executive Director – Regional Chief Operating Officer;

David Holloway, MD, Chief Physician Executive, to Retire

BEND, OR. – October 17, 2018 – Continuing to sharpen its focus on operational excellence and patient-centered care, Summit Medical Group Oregon – BMC (SMGOR) announced today the appointment of Justin A. Sivill, MHA, CMPE, FACHE, as Executive Director and Regional Chief Operating Officer (COO), a new executive leadership position.  In this role, Mr. Sivill will be responsible for oversight of all SMGOR activities. He will report to Karen Graham, Chief Operating Officer, Summit Health Management (SHM), which began providing administrative, clinical and financial management services to BMC in January. Mr. Sivill will work closely with Dr. Russell Massine, Chief Governance Officer at SMGOR, the SMGOR Board of Directors and SHM leaders on short and long-term strategic objectives. Mr. Sivill will also partner with SMGOR’s Service Line Chiefs and Departmental Chairs to ensure high-quality patient-centric care is achieved in the community.

Additionally, the company announced the retirement of David Holloway, MD, CPE, FAAFP, Chief Physician Executive, at the end of the year. Dr. Holloway joined BMC in 2014 as Chief Medical Officer and was appointed CEO in early 2016. He led BMC during a very challenging period and was instrumental in forging the SHM partnership. He has also played a key role in integration activities. Justin Sivill will assume all of Dr. Holloway’s administrative responsibilities.

Justin Sivill is an accomplished health care executive who joins SMGOR from CHI Franciscan and Harrison Health Partners (Tacoma, WA) where he has served as Medical Group Director of Operations since 2014 while simultaneously serving as Interim Director of Quality and Population Health (Outpatient) for the last year.

In those roles, his achievements included doubling Harrison HealthPartners total number of providers and adding seven clinic locations during his four years with the group.  During the same period, the medical group also doubled its production while achieving top quartile customer satisfaction and quality scores nationally through the adoption of lean principles and the advanced access system. As the Director of Quality, Justin led the redesign of the outpatient quality department and helped produce a dramatic improvement in ACO quality scores, provider engagement and substantial value-based contract savings as a result of operations redesign. He has also amassed significant achievements while employed at several other health care organizations and is an expert in redesigning value stream systems, building medical home and care teams, and creating open access in clinics and hospitals.

Justin has a bachelor’s degree in health care management from Western Illinois University and a master’s degree in Health Care Administration from Governors State University.  He has completed the Purdue University Lean Six Sigma Black Belt Certification, Dartmouth Clinical Microsystems training, Stanford Chronic Disease Self-Management program and has a Certification in Healthcare Management through McKesson. He is a fellow of the American College of Healthcare Executives and a Medical Group Management Association Certified Medical Practice Executive.
